Under funding provided by the Inter-American Development Bank, LEAPP provided corporate planning, financial analysis and financial planning for restructuring the Guyana Civil Aviation Department into an independent, commercial, parastatal Civil Aviation Authority, responsible for regulation of civil aviation, and operation of the air navigation and air traffic control system, under European JAR's as the means of compliance.

LEAPP defined functional requirements for the new Guyana CAA, prepared detailed organisation structures, staffing plans and training plans. The financial component was directed at determining the future cost and revenue situation for the GCAA, and defining required levels of user charges. LEAPP developed an Organisation and Staffing Plan, Corporate Business Plan, Implementation and Transition Plan and Training Plan for personnel licensing, airworthiness regulation, flight operations inspection, Aeronautical Information Systems - AIS, and safety regulation.

LEAPP was also retained by the Inter-American Development Bank to create the corporatised National Airports Authority for Guyana. This involved carrying out a review of the condition and compliance of the primary international airport, and 95 rural aerodromes to determine immediate and long term needs.

LEAPP also reviewed the management organisation, management systems and procedures, airport financial management and financial systems, staffing and human resources development, and procurement and contracting. As a part of this project, LEAPP developed a new organisation structure and staffing plan, and a position grading system, salary scale and benefits plan and salary transition programme.

LEAPP prepared the Corporate Business Plan for the Airports Authority, organisation transition plan and implementation programme, training programme for management personnel as well as specialist functions. A financial plan to achieve self-sufficiency in operations was prepared, along with budgets for the initial 5 years.
