On behalf of the World Bank, LEASB carried out the engineering design review of the proposed new US $400M passenger terminal development at Cairo International Airport, which is designed to provide 164,000m² of additional floor space to accommodate 12 million annual passengers. The project also includes 15 additional bridged gates and 37 new remote aircraft stands. The project entailed a review of the airport planning and operational impacts, review of all engineering documentation for final design for civil, mechanical, electrical and structural construction. Provided advice to World Bank regarding technical feasibility, contracting arrangements and project schedule for development under World Bank funding.

JORDAN RESTRUCTURING OF THE JORDAN CIVIL AVIATION AUTHORITY COMMERCIALISATION OF NATIONAL AIRPORTS

Institutional strengthening project carried out under Canadian Aid with the objective of creating a more efficient and manageable organisation to administer and regulate civil aviation in Jordan.  Project involved a comprehensive review of all civil aviation administrative and operational functions, including the structure and reporting responsibilities, staffing, personnel qualifications, financial control and management systems.  In addition, inspections were carried out at the Jordanian airports to determine capital upgrading and expansion requirements.  Project resulted in the creation of a new, streamlined, organisation structure for a Civil Aviation Authority, separated from the Ministry of Transport.  Staffing and training requirements were defined, along with a financial structure and systems.

KUWAIT BURJ AL SHAYA (FOUR SEASONS HOTEL) - HELIPAD PLANNING AND DESIGN

This planning and design study was commissioned by KEO Consult to provide planning and conceptual design to enable helicopter access to the Burj Al Shaya development. This development consists of a Four Seasons Hotel and an adjacent office tower with the top floors of the office tower allocated as a VIP area. The proposed helipad will be located above these VIP floors on top of the office tower. The aim of this study was to provide KEO Consult and their partners with key information concerning the optimum location and size for a rooftop helipad to be located on the roof of the office tower currently under construction.  The aim was to plan and design an acceptable degree of helicopter access, and to identify the other facilities and services that are necessary to support helicopter operations to/from the helipad located at the Burj Al Shaya complex.

The local obstacle environment is important to ensure that acceptable approach and departure paths can be identified for helicopter operations. For the Burj Al Shaya, assessment of the obstacles was carried out and enabled a design to be confirmed that permits helicopter operations to take place on alignments that are closely aligned with the prevailing winds.

KUWAIT NEW AL (AMIRI HOSPITAL) - HELIPAD PLANNING AND DESIGN

This study was commissioned by the project architect, Studio Altieri, to provide planning and design services to enable helicopter access to the Al Amiri Hospital development.  The Helipad design was based on the development plan for a new hospital building located adjacent to the existing Al Amiri Hospital site.

The aim of the study was to provide the architect with key information concerning the optimum location and size for a rooftop helipad to be located on the roof of a new hospital building being designed by the Studio Altieri team. The goal is to ensure a high degree of helicopter access to the hospital, and to identify the other facilities and services that are necessary to support helicopter operations into the helipad located at the hospital.

QATAR DOHA AL KHOR AIRPORT - LONG-RANGE AIRPORT MASTER PLAN & COMMERCIAL PLAN

LEAPP was appointed to prepare a Master Plan for development of the Al Khor Airport northwest of Doha.  The Master Plan was intended to provide an airport that could accommodate regional air passenger traffic however the principal development proposed for the site was a major helicopter base for offshore air transport to oil and gas platforms.  LEAPP designed the new Helicopter Operating Base and facilities for helicopter maintenance, repair and overhaul for Gulf Helicopters.  The development of the Airport within the Master Plan was planned to cover three phases, initially aimed at accommodating operations that would need to be relocated from the Doha International Airport.  A review of possible airport business opportunities for the airport site was undertaken by LEAPP which was based on private sector financing and initiatives. A commercial model was developed to analyse the value of the businesses to the airport owners. Included in this was an assessment of the revenue potential to the airport and justification for the assignment of lands for specific commercial uses.

QATAR MINISTRY OF INTERIOR HQ BUILDING - HELIPAD PLANNING AND DESIGN

This study was commissioned by WCT Berhad (WCT) to provide planning and design services for a helipad on lands in front of the Ministry of Interior HQ Building (MOI) in Doha, Qatar. Construction on the MOI site incorporates a ground-based helipad within the MOI property. The aim of the study was to provide the WCT team with key information concerning the optimum location and size for a ground based helipad, and to develop the design of this facility prior to construction.  The goal of the project is to enable good access to the MOI Building by high level ministry and other senior staff.  The project was also aimed at identifying all of the other infrastructure and services necessary to support helicopter operations to/from the helipad.

SAUDI ARABIA KING ABDUL AZIZ INTERNATIONAL AIRPORT - TERMINAL DEVELOPMENT STUDY

UAE ABU DHABI SHEIKH KHALIFA MEDICAL CITY (SKMC) - NEW HELIPADS DESIGN AND PLANNING

LEAPP was selected to study and design helicopter facilities for the SKMC in the centre of Abu Dhabi city.  The project involved reviewing several possible surface and elevated helipad sites, and assessing the aeronautical, operational and technical feasibility of establishing these sites for helicopter use. The study included the recommendation for a single elevated helipad for helicopters up to AW 139 in size, and a single surface helipad for use by large helicopters up to S-92 in size.  LEAPP prepared the layout plans for the helipads at the selected sites, and developed approach and take-off surfaces to enable operations to occur in compliance with ICAO Standards and with the operations of a nearby corporate/military airport.  In addition the study identified all physical and operational requirements for helipads including lighting, navigation equipment, fire fighting, and markings.  This work was carried out to the standards required by the UAE, General Civil Aviation Authority (GCAA) and the International Civil Aviation Organization (ICAO).

UAE SHEIKH KHALIFA MEDICAL CITY (SKMC) - SECOND HELIPADS DESIGN STUDY

LEAPP was commissioned by the ITS Joint Venture to assess the feasibility for the provision of a Second (Temporary) Helipad for the interim development plan at the Sheikh Khalifa Medical City (SKMC) Hospital. The aim of the project is to provide key information concerning the optimum location and size for the Second Helipad, a rooftop helipad which will be located on the eastern side of the temporary car park structure.  The study identified the acceptable degree of helicopter access, and the requirement for other facilities and services that are necessary to support the helicopter service at the hospital.

The planning and conceptual design of the helipad were developed to include preparation of a layout plan, development of approach and take-off areas and identification of all related physical and operational requirements for the helipad with respect to lighting, fire fighting, and markings.  This was carried out to the standards required by the UAE, General Civil Aviation Authority (GCAA) and the International Civil Aviation Organization (ICAO)

UAE UNIVERSITY HOSPITAL HELIPAD - HELIPAD PLANNING AND DESIGN

LEAPP was commissioned by the architects for the Dubai University Hospital to plan and design a roof-top helipad for the hospital.  The project involved designing the helipad in compliance with ICAO Standards and Recommended Practices, the Civil Aviation Regulations of the UAE, and the Helipad Permit requirements of the Dubai Civil Aviation Authority.  Particular issues addressed were the narrow rooftop area designed by the architects, the need to maintain access for a building maintenance unit device to operate around the periphery of the rooftop, and the ramping necessary to ensure ease of patient transfer from the helipad to a rooftop lift.  LEAPP also assisted the client in obtaining an initial No Objection Certificate from the Dubai CAA to enable development of the helipad in a congested part of Dubai City

UAE ABU DHABI AL RAHA TOWER - HELIPAD PLANNING AND DESIGN

LEAPP was commissioned by the prime architects for the Al Raha Tower to prepare a design for a roof-top helipad. LEAPP carried out planning and design for the helipad which was to be located at an elevation of 164m above ground on top of a residential tower at the Al Raha Beach Development.  The project included all aspects of the design of the helipad, including lighting, markings and fire-fighting systems.  As part of this project, LEAPP undertook liaison with the General Civil Aviation Authority for the UAE to obtain approval for the helipad design proposal

UAE ABU DHABI - OFFSHORE HELIDECK DESIGN

LEAPP was commissioned by Technip, of France, to complete an aviation safety and standards review of their design proposals for three helideck facilities to be located on offshore structures in the Arabian Gulf.  The structures are under construction off the coast of Abu Dhabi in the maritime territory of the UAE.  LEAPP carried out a review of the detailed design to ensure compliance with ICAO Standards and Recommended Practices and to ensure that the designs were met safety standards for helicopter operators and passengers.  A further objective of the project was to ensure that the designs would meet the approval of the regulatory and certification authorities of the UAE for use by commercial helicopters registered in the UAE.

UAE ABU DHABI INTERNATIONAL AIRPORT - SECOND RUNWAY DEVELOPMENT

LEAPP Professionals carried out planning and capacity analysis for a new parallel runway and related taxiway links leading to the identification of the location for the new parallel runway.

LEAPP Professionals provided project management services to the Airside Development Programme at Abu Dhabi International Airport. The project included a revised airport airside plan to include a new (close-spaced) parallel runway, new taxiway connections and revisions to the apron plan.

LEAPP developed and simulated the location of the high speed exit taxiways for the new runway being constructed at Abu Dhabi International Airport.

Extensive simulation to determine the appropriate length and location for a new parallel runway at the Abu Dhabi International Airport was carried out by LEAPP Professionals. The final option selected was to construct a new runway as a close-spaced runway to the existing original runway. The new runway was designed to accommodate ILS Category IIIA operations.

UAE DUBAI WORLD CENTRAL- AL MAKTOUM INTERNATIONAL AIRPORT MANAGEMENT OF CIVIL AVIATION OPERATIONAL READINESS PROGRAMME

As part of the process of developing a major new international airport, LEAPP was commissioned to manage the entire operational readiness programme to ensure that the facility can be opened for operations upon completion.  The process has involved coordinating all of the various stakeholders and government agencies, managing change management within the Dubai DCA and Dubai Airports organisations to prepare for operations at the new airport, ensuring that construction works have been completed to an acceptable level of readiness for operations, and to prepare all of the necessary documentation for certification and licensing by the civil aviation regulator for the United Arab Emirates. LEAPP not only conducted ORAT for the ATC, but also for the Control Centre and managed coordination of ATC between the two airport, Dubai International Airport and Al Maktoum International Airport. LEAPP has provided professional staff on site for the project to cover all of the required coordination disciplines necessary to ensure a smooth achievement of operational readiness, and has managed the on-site staff to ensure proper coordination of all areas of development.  In addition, the LEAPP staff have prepared all of the necessary documentation such as Aerodrome Manual, Safety Management System, Emergency Plan and Wildlife Plan required for certification purposes.

In addition to this, a comprehensive trials programme was planned, directed and managed by LEAPP to test all areas of the airport so as to validate the airport design and processes, and provide the Dubai Civil Aviation Department with the confidence that the elements of the airport under test are ready for operations. The trials were also used as a reinforcement tool for the training programme for airport staff.
