EGYPT CAIRO INTERNATIONAL AIRPORT TERMINAL 3 – TERMINAL AND APRON DEVELOPMENT

On behalf of the World Bank, LEASB carried out the engineering design review of the proposed new US $400M passenger terminal development at Cairo International Airport, which is designed to provide 164,000m² of additional floor space to accommodate 12 million annual passengers. The project also includes 15 additional bridged gates and 37 new remote aircraft stands. The project entailed a review of the airport planning and operational impacts, review of all engineering documentation for final design for civil, mechanical, electrical and structural construction. Provided advice to World Bank regarding technical feasibility, contracting arrangements and project schedule for development under World Bank funding.
JORDAN RESTRUCTURING OF THE JORDAN CIVIL AVIATION AUTHORITY COMMERCIALISATION OF NATIONAL AIRPORTS

Institutional strengthening project carried out under Canadian Aid with the objective of creating a more efficient and manageable organisation to administer and regulate civil aviation in Jordan. Project involved a comprehensive review of all civil aviation administrative and operational functions, including the structure and reporting responsibilities, staffing, personnel qualifications, financial control and management systems. In addition, inspections were carried out at the Jordanian airports to determine capital upgrading and expansion requirements. Project resulted in the creation of a new, streamlined, organisation structure for a Civil Aviation Authority, separated from the Ministry of Transport. Staffing and training requirements were defined, along with a financial structure and systems.
KUWAIT BURJ AL SHAYA (FOUR SEASONS HOTEL) - HELIPAD PLANNING AND DESIGN

This planning and design study was commissioned by KEO Consult to provide planning and conceptual design to enable helicopter access to the Burj Al Shaya development. This development consists of a Four Seasons Hotel and an adjacent office tower with the top floors of the office tower allocated as a VIP area. The proposed helipad will be located above these VIP floors on top of the office tower. The aim of this study was to provide KEO Consult and their partners with key information concerning the optimum location and size for a rooftop helipad to be located on the roof of the office tower currently under construction. The aim was to plan and design an acceptable degree of helicopter access, and to identify the other facilities and services that are necessary to support helicopter operations to/from the helipad located at the Burj Al Shaya complex.
The local obstacle environment is important to ensure that acceptable approach and departure paths can be identified for helicopter operations. For the Burj Al Shaya, assessment of the obstacles was carried out and enabled a design to be confirmed that permits helicopter operations to take place on alignments that are closely aligned with the prevailing winds.
KUWAIT NEW AL (AMIRI HOSPITAL) - HELIPAD PLANNING AND DESIGN

This study was commissioned by the project architect, Studio Altieri, to provide planning and design services to enable helicopter access to the Al Amiri Hospital development. The Helipad design was based on the development plan for a new hospital building located adjacent to the existing Al Amiri Hospital site.
The aim of the study was to provide the architect with key information concerning the optimum location and size for a rooftop helipad to be located on the roof of a new hospital building being designed by the Studio Altieri team. The goal is to ensure a high degree of helicopter access to the hospital, and to identify the other facilities and services that are necessary to support helicopter operations into the helipad located at the hospital.
QATAR DOHA AL KHOR AIRPORT - LONG-RANGE AIRPORT MASTER PLAN & COMMERCIAL PLAN

LEAPP was appointed to prepare a Master Plan for development of the Al Khor Airport northwest of Doha. The Master Plan was intended to provide an airport that could accommodate regional air passenger traffic however the principal development proposed for the site was a major helicopter base for offshore air transport to oil and gas platforms. LEAPP designed the new Helicopter Operating Base and facilities for helicopter maintenance, repair and overhaul for Gulf Helicopters. The development of the Airport within the Master Plan was planned to cover three phases, initially aimed at accommodating operations that would need to be relocated from the Doha International Airport. A review of possible airport business opportunities for the airport site was undertaken by LEAPP which was based on private sector financing and initiatives. A commercial model was developed to analyse the value of the businesses to the airport owners. Included in this was an assessment of the revenue potential to the airport and justification for the assignment of lands for specific commercial uses.
